A pass is one plan going live on a customer’s device. Your level follows last month’s passes: up only after two months above a line, down straight away. You pay for the month just ended, by the 11th — after you have sold, never before.
No payment is taken at sign-up. Internet, router hardware, payment-provider fees and SMS credits are separate.

What is TeleBill ROAM?
ROAM stands for Roaming, Outage & Access Management. It is TeleBill’s connection technology for shared plans, automatic roaming and outage protection. It brings your prepared MikroTik RouterOS 7 routers into one business network. You can also keep using Direct router; existing businesses change only when they are ready.
How does roaming work with ROAM?
After activation, a paid device can connect at another prepared router in the same business without entering its code or opening another portal during ordinary roaming. The plan’s remaining time stays the same.
Your access points need compatible Wi-Fi names and security, a stable device address and working connections. Test coverage and phone handover on site. Changing a device’s private address can require recovery; a router recovering from an outage may need its next automatic retry. Roaming does not promise an uninterrupted call.
How does ROAM outage protection work?
Switch it on before a pass’s first activation. ROAM uses connection and activity records to estimate eligible lost time, then returns a capped time allowance automatically. Recorded usage and overlapping allowances are accounted for; no routine approval is needed.
Estimated allowances are limited to 30 minutes per outage and 2 hours per month per pass, within the purchased time and any lower business limits. Allow at least ten minutes after a gap closes for connection records to arrive, plus processing time. Returned time remains available after the original pass expires.
Protection cannot detect every internet outage, does not cover passes already active when enabled and does not provide a cash refund. Reconnection is automatic when access is ready, but may wait for the router’s retry.
Can I use the router I already have?
TeleBill supports MikroTik RouterOS 7 hotspot routers. You can keep your existing internet and customer network, then add the management connection. Check the setup guide in your workspace before making router changes.
My business is behind NAT. Can I connect?
Yes. The guided setup uses an outbound WireGuard tunnel. Your router needs an internet connection that permits WireGuard traffic, but it does not need a public IP or inbound port forwarding.
Where do my customer payments go?
They are processed through your own Dalipay merchant credentials. Add them in the workspace. Your payment provider’s fees and settlement terms apply.
Do I need email or an SMS account to start?
No email is required for a business account. SMS is optional. If you choose access messages, connect your own Beem, KiboNet or NextSMS account and an approved sender name.
Can I sell vouchers without mobile money?
Yes. Create hotspot plans and voucher stock for your customers. You can add mobile-money payments later when your merchant account is ready.
Can agents sell without access to my business workspace?
Yes. You create their agent accounts in your workspace. Agents download Vsale and sign in through the Android app only. They see their own stock, sales and wallet; they cannot sign in to the business web console.
Can an agent pay cash for float?
Yes. Receive the cash and add the amount to that agent’s wallet in your workspace. If you have mobile-money top-ups configured, agents can also add float from Vsale. Their discount determines what a voucher sale costs their wallet.
What does an agent need to use Vsale?
An Android device, an internet connection and an agent account created by your business. A printer is optional: agents can copy a voucher code or send it by SMS when your SMS service is configured. For paper slips, Vsale supports compatible Bluetooth thermal printers.
Android POS terminals with built-in printers need a model-specific compatibility check. Built-in printing is not supported on every terminal.
I already use TeleBill. Where do I sign in?
Administrators and reporting staff sign in at app.teleza.org. Agents sign in only through the Vsale Android app. Platform owners have a separate console.
